Greater Oshkosh Capital Catalyst Fund

The Greater Oshkosh Capital Catalyst Fund helps support startup and emerging businesses growth in the greater Oshkosh area. Program awards for any single business enterprise range from a minimum of $10,000 to a maximum of $100,000. Grants up to $10,000 and equity positions may also be viable awards.

FINANCING GUIDLINES

Private Funds: This program will match up to one dollar for every dollar of traditional capital investment sources. 

Loan Amount: The amount of funds available for any single business enterprise shall range from a minimum of $10,000 to a maximum of $100,000.

Loan terms: The specific term of the loan will be determined on a case-by-case basis, designed around generating maximum success and outcomes.

Interest rates: The interest rate on each loan shall be determined on a case-by-case basis by the RLF Committee, balancing risk and return for the City of Oshkosh, as well as applicable margins to cover associated costs.

Repayment: Deferral of principle payments may be provided, but will be determined on a case-by-case basis designed around generating maximum project success and outcomes.

Collateral: Collateral requirements shall be determined by the RLF Committee on a case-by-case basis.

Greater Oshkosh Revolving Loan Fund

The Greater Oshkosh Revolving Loan Fund is a flexible gap financing tool for area businesses engaged in high-income employment and job creation through expansion and/or relocation projects. Program awards for any single business enterprise range from a minimum of $25,000 to a maximum of $250,000.

ELIGIBILITY

Any viable private enterprise with at least two years of financial history seeking to grow operations within the city of Oshkosh and municipalities that share a boundary with the city of Oshkosh. during the administration of the program

  • Inventory essential to the business operations
  • Site preparation, the construction and/or reconstruction of buildings, the rehabilitation of buildings including leasehold improvements, and/or the installation of fixed equipment

  • Marketing of new products or its emergence into a new niche

Rural Winnebago Revolving Loan Fund

The Winnebago County Rural Revolving Loan Fund is a flexible gap financing tool to support small and emerging businesses engaged in job creation and economic development in the rural Winnebago area. Program awards for any single business enterprise range from a minimum of $10,000 to a maximum of $40,000.

Collateral: Collateral requirements shall be determined on an individual basis by the RLF Committee.

Qualification: Applicants shall not be disqualified based on age, race, religion, color, handicap, sex, physical condition, development disability as defined in s. 51.01(5), sexual orientation or national origin.

The Winnebago County Revolving Loan Fund is a flexible gap financing tool for Winnebago County businesses to provide capital to fuel growth initiatives and expansion plans.  Program awards for any single business enterprise range from a minimum of $25,000 to a maximum of $250,000. ⠀

Business Lending, Incentives, & Credits

U.S. Small Business Administration

The U.S. Small Business Administration (SBA) provides loan guarantees of bank loans to small businesses. The SBA also offers the 504 Debenture Program, which provides long-term, fixed-rate loans for owner-occupied business real estate purchases or construction and equipment purchases. The 504 Debenture Program will finance as much as 40% of the project cost. The bank and the borrower provide the remaining 60%. Local providers of the 504 Debenture are Wisconsin Business Development and Business Lending Partners.

Wisconsin Economic Development Corporation

The Wisconsin Economic Development Corporation (WEDC) makes investments in companies that are expanding operations in Wisconsin. Specifically, WEDC will invest in companies that retain or create family-supporting jobs in the state of Wisconsin.

Wisconsin Housing and Economic Development Association

The Wisconsin Housing and Economic Development Association works closely with lenders, developers, local government, nonprofits, community groups and others to implement its low-cost financing programs, including the Capital Access Program
